Background

For a seventh consecutive year, Afghanistan remains among the deadliest places in the world to be a civilian and faces an emerging level of human rights violation.

The ongoing conflict has caused several issues including, an imbalance in people’s access to and control over resources, decision-making and political participation at different scales that exacerbate existing disparities and vulnerabilities, predominantly among women and marginalized groups of people. Considering the present multidimensional emergency as a result of conflict, COVID-19, rapid escalation of violence, severe poverty, food insecurity, and climate vulnerability the country is transitioning from development to humanitarian state and ranks second in the top ten crisis list with nearly half of the population (18.4 M) in need of humanitarian assistance[1]. Consequently, more than 40 thousand families[2] have been internally displaced due to conflict from the beginning of the year, of whom more than 15 percent are women and children. Thus, the country endured one of the world’s most acute internal displacement crises and third largest refugee population in the world[3].

Amidst a rapidly evolving political, security and COVID-19 situation, the UN Women Afghanistan Country Office (ACO) is working on consolidating its programming under country Strategic Note (2018-2022). UN Women ACO continues to deliver on its triple mandate under UN Women’s 2021 Annual Workplan across 4 pillars: 1) Women, Peace and Security and Humanitarian Action; 2) Ending Violence Against Women; 3) Women’s Economic Empowerment and 4) Women’s leadership and Political Participation. UN Women works with Afghan women across civil society, government, and the private sector as the key advocates for women’s participation and engagement in peace processes, local and national governance, business, and in decision making at family and community-level. UN Women continues to support women leaders in their mission to make women’s voices heard in all spheres of Afghan society.

Under the Gender in Humanitarian Action mandate, UN Women provides UN system wide leadership on gender responsive humanitarian action, through its presence in the HCT. UN Women is the permanent co-lead of the Gender in Humanitarian Action (GiHA WG) and works closely with its co-chairs IRC and Medica Afghanistan to provide technical, advisory and programmatic support to the HCT and the Inter Cluster Coordination Team (ICCT). The GIHA WG is accountable to and reports to the HCT and provides close collaboration, communication and coordination across clusters and technical working groups (e.g including the GBV Sub-Cluster, Protection cluster, Humanitarian Access Working Group, Accountability to Affected Population) to ensure gender analysis, and advocacy is adequately coordinated, disseminated, and utilized, through the ICCT coordinated by OCHA, including for strategic planning purposes such as HNO and HRP.

Currently UN Women GiHA portfolio is anchored within the WPS-GiHA pillar, which is overall led by an international Programme Manager. The GIHA team comprises of two national staff: the GIHA Programme Specialist who leads the GiHA portfolio and one national UN Volunteer. The Deputy Country Representative provides the overall oversight to the Unit. Outside of targeted humanitarian capacity on humanitarian Kabul, UN Women has sub- offices in 5 provinces which contributes to the overall strategic priorities of the humanitarian mandate.

Reporting to the Deputy Representative, the Humanitarian Specialist will oversee the development of Humanitarian programmes, provide capacity building to establish and strengthen partnerships, and develop relevant knowledge products on humanitarian action for the Afghanistan Country Office. 

In Afghanistan, to ensure a gendered response to a worsening humanitarian situation, the UN Women Afghanistan Country Office is working actively to provide strategic leadership and technical support to ensure humanitarian response fully responds to the specific needs and priorities of women in girls through elevating support the humanitarian response architecture ;as well develop targeted programming. Within the worsening humanitarian context in Afghanistan, additional emphasis is being placed on the gendered impacts of the crisis, such as gender targeted security incidents impacting space for women’s humanitarian workers or the impact on women’s access to humanitarian services, amongst others. Within this context, the GiHA Unit at UN Women seeks international surge to enhance its internal capacity in order to support the GiHA WG in providing strategic and technical support to the humanitarian architecture, including through supporting the development of HCT strategy that includes guidance on engagement for gender targeted humanitarian access; assessment tools and knowledge products; and provide data driven analysis to inform strategic planning and programming. S/he will work in close coordination with the GiHA Programming Specialist to work with the ICCT, and cluster, sub cluster and with technical working groups; as well as well contribute to ACO programming. S/he will be the technical focal person on behalf of UN Women ACO in various coordination mechanisms as relevant

Duties and Responsibilities

  • Oversee the development of programmes on Humanitarian Action to Afghanistan Country Office
  • Oversee the development of country programme documents on humanitarian action and humanitarian response
  • Provide technical inputs to cluster plans;
  • Provide advice on contextualizing/ localizing programme documents, response strategies, and knowledge products;
  • Coordinate monitoring and reporting for humanitarian action in collaboration with programme teams;
  • Develop, implement and monitor capacity building initiatives;
  • Provide technical support to partners on implementation of humanitarian action;
  • Provide technical policy advice to programme/ project managers/ specialists in thematic areas related to humanitarian programming;
  • Strategic and technical support to Humanitarian Country Team, ICCT and cluster, sub clusters and technical working groups:
  • Serve as co-chair of Gender in Humanitarian Action Working Group;
  • In close collaboration with the GiHA WG co leads, advance development and implementation of HCT Gender Strategy;
  • Provide technical support to the inter-cluster coordination Team (ICCT), clusters, sub clusters and technical working group with gender analysis, capacity building and technical assistance;
  • Support strategic planning process by contributing to the development of HNO and HRPs;
  • Advocate and identify opportunities for the engagement and meaningful participation of local women’s organizations and platforms in humanitarian coordination mechanisms, particularly at sub national levels;
  • Lead specific efforts in mainstreaming gender and protection in disaster preparedness, response and recovery efforts of other clusters and relevant working groups, including inclusion and participation of under-represented groups in accordance with Commitments on Accountability to Affected Populations;
  • Advocate for the engagement and participation of local organizations and civil society networks in humanitarian coordination mechanisms;
  • Establish and strengthen strategic partnerships with stakeholders, regional/ international actors and development partners
  • Build and maintain alliances and strategic partnerships for the advancement of humanitarian action;
  • Build and maintain close liaisons with relevant donors and other actors supporting efforts towards humanitarian action;
  • Produce periodic updates and briefs on regional/country development situation to be used by stakeholders, CO, RO, HQ;
  • Manage the resource mobilization strategy for humanitarian action
  • Participate in the implementation, monitoring and periodic updating of the resource mobilization strategy on humanitarian action;
  • Research and analyze information on donors; prepare substantive briefs on possible areas of cooperation.
  • Oversee advocacy and communication of humanitarian action
  • During emergency response, develop and implement communication and advocacy messages and strategies on key gender and protection concerns;
  • Develop information, education and communication (IEC) materials, press releases, situation reports, alerts and contribute gender and protection-related inputs to documents prepared by the Office for the Coordination of Humanitarian Affairs (OCHA);

Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The past several years have been extremely challenging for the people of Afghanistan. Already suffering from decades of conflict and instability, Afghanistan’s human rights, governance, humanitarian, and development situations deteriorated sharply after the Taliban takeover in August 2021. This transition impacted not only the political and security situations but also had particularly severe implications for human rights, gender equality, and women’s empowerment. The United Nations and its partners recognize that humanitarian aid alone will not be enough to sustainably address the large-scale and increasing human suffering of the Afghan people in the medium and long term. As such, humanitarian efforts should be complemented and reinforced with interventions addressing basic human needs that aim to reduce the humanitarian caseload over time and support Afghans, particularly women, girls, and other vulnerable groups, to a) build resilience to shocks, b) sustain livelihoods, c) protect human rights and fundamental freedoms, d) strengthen social cohesion and build social capital, and e) preserve hard-won development gains achieved over the past two decades, including with regard to service delivery. This approach is also important for the identification and achievement of durable solutions to displacement caused by conflict, climate change, and sudden onset natural disasters.

 

The United Nations Strategic Framework for Afghanistan (UNSFA) 2023-2025 articulates the UN’s approach to addressing basic human needs in Afghanistan. In close consultations with our Member States, partners, and stakeholders, the United Nations Country Team (UNCT) has identified three complementary and mutually reinforcing joint priorities as it supports the basic human needs of the Afghan people:

Priority 1: Sustained Essential Services

Priority 2: Economic Opportunities and Resilient Livelihoods

Priority 3: Social Cohesion, Inclusion, Gender Equality, Human Rights, and Rule of Law.

With the Humanitarian Country Team, the UNCT has also agreed on two collective outcomes: to 1) reduce food insecurity and 2) reduce maternal and child mortality rates. Partners across the humanitarian-development-peace nexus have agreed to work together toward these outcomes.

In February 2024, the UNCT has endorsed the development of the country-level UNCT Gender Parity Strategy. This process will be led by the UNCT Operations Management Team (OMT) with support of GTG. Country-level strategy will build on the United Nations System-wide Gender Parity Strategy, and supplementary documents, which sets targets for equal representation of women and men, with specific commitments in the following areas: leadership and accountability; senior management; recruitment and retention; creating an enabling environment; and field operations. The goal of the strategy is not simply about achieving quantitative goals, but about fostering an inclusive workplace, and transforming the institutional culture so that the Organization can fully deliver on its mandate.

As part of its commitment to integrating gender considerations into strategic system-wide processes for use by the UN, including UNCTs, UN Women is looking for a consultant to support the work of the GTG and OMT. The consultant will be reporting to the Gender Equality Coordinator (RCO).

Duties and Responsibilities

The primary objective of this consultancy is to support OMT and GTG in creating a UNCT Gender Parity Strategy, taking stock of various initiatives undertaken to date in this regard, as well as identifying any gaps. The final document will take stock of response composition figures, but also various recommendations made to date for special temporary measures and set annual targets to recruit and retain female staff and improve a safe and conducive working environment.

The envisaged time frame of the consultancy is estimated to be 23 working days (13 days homebased, 10 working days in Kabul) during the period from March to May 2024. Payment will be made upon satisfactory receipt and approval of the following deliverables:

Background

Afghanistan has emerged as one of the world’s most complex emergencies. The crisis dynamics in the country are multi-layered, and Afghanistan’s people are facing the devastating effects of successive decades of conflict, increasing poverty, economic decline and natural disasters, all of which are amplified by the ongoing Taliban restrictions on women and girls. As per the Humanitarian Response Plan 2024, 23.7 million Afghans – more than half of the country’s estimated population of 42 million – are projected to be in need of humanitarian assistance in 2024.

The UN Women Afghanistan Country Office is working actively to provide strategic leadership and technical support to ensure the humanitarian response fully responds to the specific needs and priorities of women and girls through gender-responsive humanitarian architecture as well as targeted programming. Within the worsening humanitarian context in Afghanistan and multiple restrictions on women’s rights and movement, including the bans on women humanitarian workers and women CSOs, additional emphasis is being placed on monitoring, mapping and mitigating operational impediments that challenge principled humanitarian access to women and girls. UN Women has been in Afghanistan for two decades. UN Women’s programming approach is informed by analysis of the political, economic and humanitarian situation, risks to and capacities of partner organizations, and needs of Afghan women and girls. UN Women Afghanistan currently has four key programme priorities: (1) Gender in Humanitarian Action, (2) Ending Violence Against Women, (3) Women’s Economic Empowerment, and (4) Women, Peace and Security. UN Women Afghanistan operates through its main office in Kabul and five sub-offices located in the provinces Balkh, Bamyan, Herat, Kandahar and Nangarhar. 

Within the Gender in Humanitarian Action coordination mandate, UN Women is the permanent co-chair of the Gender in Humanitarian Action Working Group (GiHA WG) and works closely with its co-chair, CARE International, to provide technical, advisory and programmatic support to the HCT and the Inter-Cluster Coordination Team (ICCT). The GiHA WG is accountable to and reports to the HCT and provides close collaboration, communication and coordination across clusters and technical working groups, in Kabul and in the regions, to ensure gender analysis and advocacy are adequately coordinated, disseminated, and utilized, through the ICCT coordinated by OCHA, including for strategic planning purposes such as Humanitarian Needs and Response Plan (HNRP) and broad response strategies and humanitarian programming modalities. 

Under the overall guidance of the Special Representative and working closely with the programme managers and heads of sub-offices, the GiHA Coordination and Access Specialist will lead the work of the GiHA working group, actively participate in the Humanitarian Access Working Group (HAWG) and provide UN Women programmes with emergency scale up and access support, including through engagement with de facto authorities. The role aims to provide capacity building to humanitarian actors, establish and strengthen partnerships with stakeholders, and develop data-driven relevant knowledge products on humanitarian action, including the development of gender analysis/alerts for the GiHA WG, as well as mapping gendered access issues and supporting ACO in navigating these, while increasing its contribution to the humanitarian response. The GiHA coordination and access specialist works closely with all programme teams as well as with interagency humanitarian groups and systems to ensure timely gender coordination support.

Duties and Responsibilities

Provide leadership and secretariat support to the GiHA Working Group:

  • Lead monthly meetings of the working group and its strategic advisory group
  • Lead secretariat function of the working group
  • Provide support to local GiHA WGs at the regional level to ensure their establishment and operationality across Afghanistan
  • Provide GiHA WG members including women-led organizations, clusters, and donor representatives, with relevant information on gender issues in humanitarian action and gender and access restrictions

Provide capacity-building support to the Humanitarian Country Team, ICCT and clusters, technical working groups, and humanitarian partners:

  • Provide substantive technical and strategic support to cluster response plans
  • Implement and monitor capacity-building initiatives, such as gender analysis and gender and age marker training, gender and access training for clusters and partners;
  • Provide technical support to humanitarian partners on the implementation of gender-responsive programming in humanitarian action

Develop GiHA WG data-driven knowledge products and ensure knowledge management for a gender-responsive humanitarian response:

  • During emergency response, develop and implement communication and advocacy messages and contribute inputs to strategies on key gender concerns;
  • Develop information, education, and communication (IEC) materials, press releases, situation reports, and alerts and contribute gender-related inputs to documents prepared by the Office for the Coordination of Humanitarian Affairs (OCHA) and other humanitarian partners.
  • Develop data-driven relevant knowledge products such as analytical reports, research papers, briefing notes, background papers, summaries, correspondence, and knowledge products on gender in humanitarian action;  
  • Identify promising practices, and technical expertise in gender in humanitarian action, and ensure lessons learned are shared across the humanitarian response 

Manage advocacy efforts of the working group through inter-agency coordination:

  • Work closely with and provide advice to interagency groups and relevant stakeholders that influence policies related to humanitarian action;
  • Lead GiHA’s participation and input to the ICCT at the national level and regional levels
  • Participate in access coordination mechanisms, particularly the HAWG, and mainstream gender-responsive access approaches into the overall discussions
  • Oversee the reporting of UN Women’s access constraints into existing IM and coordination systems
  • Coordinate specific efforts in mainstreaming gender in response and recovery efforts of other clusters and relevant working groups, at the national and regional level

Provide technical contribution and leadership to UN Women’s access and engagement strategies:

  • Design and implement access strategies across all of UN Women’s areas of work strategies and initiatives, aligned to local contexts, for the expansion of UN Women’s access in provinces across Afghanistan
  • Provide inputs into strategic and program-related documents from an access perspective and mainstream access throughout all thematic portfolios of work

Reporting to Finance Specialist, the Finance Associate is responsible for the execution of a wide range of financial services and administrative processes in the Country Office (CO), ensuring timeliness, efficiency and transparent use of financial resources and delivery of services in accordance with organizational financial rules, regulations, policies, procedures and approved allocations. The Finance Associate promotes a client-oriented approach consistent with UN Women rules and regulations, standard practices and guidelines.

The Finance Associate works in close collaboration with the Operations Team in the Country Office as well as with the Operations and Programme teams in UN Women Regional Office (RO) and HQ for solving complex finance-related issues and information delivery.

Duties and Responsibilities

  1. Provide finance and accounting services and support to the Programme and Operations teams
  • Prepare PO vouchers and non-PO vouchers for making payments for projects by ensuring correctness, completeness, timeliness, and full compliance with UN Women policies, guidelines, rules and regulations;
  • Review PO vouchers and non-PO vouchers prepared by Finance team members and Programme colleagues to ensure correctness and completeness, and full compliance with UN Women policies, guidelines, rules and regulations before submitting them for approval by Committing Officer in the ERP system (Quantum);
  • Lead, guide, and supervise Finance Assistants in providing timely and quality payments and accounting services to programme teams;
  • Monitor and oversee team performance to ensure timeliness of payments and other finance and accounting services by doing regular review of pending incoming requests, and take actions as appropriate;
  • Regularly review pending unprocessed vouchers, undertake and ensure corrective actions on unposted vouchers caused by budget errors, match exceptions, delayed approval and other causes;
  • Review and make payments of advances to implementing partners. Review, sample check, and record liquidations of advance based on financial reports (FACE) received from partners. Ensure proper verification and certification of the financial reports carried out under project managers’ accountability, and in compliance with UN Women policies and guidelines;
  • Prepare corrections and adjustment entries from proper supporting documents authorized by the budget owners and project managers;
  • Ensure partners’ rating is done and verification of FACE supporting documents are carried out according to the partners’ rating as required by the UN Women Cash Advance and other Cash Transfer to Partners Policy;
  • Undertake and ensure proper allocation of office rent and other office recurring expenses among all relevant projects;
  • Ensure timely processing of VAT exemption documents for eligible vendors’ invoices as applicable;
  • Provide inputs and take necessary actions to facilitate timely financial project closure;
  • Support financial donor reporting by providing timely information and taking necessary actions as required by UN Women Virtual Global Service Centre (VGSC) for financial donor reporting;
  • Assist with preparation for Audit of Projects and Partners by third party audit firm particularly in preparation of FACE-to-Quantum reconciliation. Assist in review and response on audit issues, follow-up and/or take actions on audit recommendations to ensure implementation of corrective actions;
  • Representing Operations/Finance team in undertaking risk-based capacity assessment on potential partners when required;
  • Review accounts receivables for UN Women projects and follow-up with project managers and finance section at RO and/or headquarters on contributions, deposits creation in the ERP system and their application to accounts receivables pending items;
  • Review and record service fee and cost recovery charged on work done for UN Women by other UN agencies;

       2. Manage month-end and year-end account closure

  • Take proper actions, follow up, and monitor all the financial items in month-end and year-end closure instructions and checklist through timely and effective coordination with all programme and operations units;
  • Oversee and ensure proper handling and control of petty cash fund held by custodians at main office and sub-offices. Ensure monthly petty cash expense report, monthly reconciliation, physical cash count, and replenishment are done timely according to the petty cash policy;
  • Manage Staff Advance/Receivables and other balance sheet accounts and related account reconciliations. Ensure timely advance clearance and follow up on outstanding items;
  • Monitor advance to implementing partners, ensure and and follow up for timely liquidations, with special attention on aged items;
  • Monitor month-end and year-end accruals to ensure completeness and accuracy thru coordination with programme colleagues;
  • Monitor each month over-expenditure of budgets and follow up for corrective actions with Budget Owner;
  • Review transactions in the ERP system (Quantum), to ensure correct recording of expenditures and other transactions, Ensure payroll and other financial transactions are properly posted, and take corrective actions as required;
  • Coordinate and collect information for reporting of year-end office inventory to HQ;
  • Handling of adhoc requests and inquiries from HQ;

       3. Implement financial strategies, and adapt processes and procedures in full compliance of UN Women rules, regulations, policies, and recording and reporting systems

  • Perform duties in full compliance with UN Women financial regulations and rules, policies and standard operating procedures, and internal controls including compliance with the approval authorities as in the Delegation of Authorities (DOA) and Internal Control Framework (ICF) table;
  • Keep abreast of and ensure full compliance with amendments to International Public Sector Accounting Standards (IPSAS);
  • Review and verify financial transactions, activities, and documentation prepared by Finance Assistants; taking corrective actions as needed and reporting any unusual activities;
  • Monitor financial exceptions reports for unusual activities or transaction, investigate anomalies and report to the supervisor conclusions and/or present recommendations for actions/decisions;
  • Provide advice and recommend solutions to a wide range of financial issues;
  • Monitor the proper functioning of the financial resources management system for office and programmatic budgets and resources;
  • Implement and monitor cost saving and reduction strategies;
  • Respond to instructions from the Deputy Director of Financial Management or Finance Section in relation to financial transactions.  Undertake timely corrective actions as requested by HQ and RO Finance Section to resolve financial data issues or provide information;
  • Participate as a member of the Country office team in the internal and external audits of the Country Office;
  • Follow-up on audit recommendations to monitor implementation of corrective actions;
  • Actively promote a client-oriented finance service to the Country office;

      4. Prepare and administer CO budgets in full compliance of UN Women rules, regulations, policies, and recording and reporting systems

  • Formulate budget for management fund of the CO, create project in the ERP system, monitor fund allocation, monitor expenditures, and prepare budget revisions according to the needs of CO management, and in compliance with UN Women Cost Recovery Policy;
  • Assist Project Managers in monitoring of budget versus expenditures and in timely utilization of budget and fund balances;
  • Monitor the setup of budgets in the ERP system by projects to ensure they are in accordance with budgets as agreed with donors and are input into the ERP system (Quantum) at the detailed Activity/Task ID level;
  • Track the appropriate and timely use of financial resources and monitor unutilized fund; monitor regularly transactions posted to projects ensuring actual expenditure has been recorded against correct chart of accounts (COA), budget category and activity, take timely corrective actions as required;
  • Provide assistance in Annual Work Plan entry in Results Management System (RMS) as required;

       5. Facilitate knowledge building and knowledge sharing

  • Conduct training for UN Women staff to ensure compliance with UN Women financial regulations and rules, policies and standard operating procedures and controls;
  • Conduct training for implementing partners/responsible parties to ensure full compliance with UN Women financial reporting requirement (FACE) and UN Women verification of partners’ supporting documents of expenditures reported on FACE, and other finance-related requirements as indicated in the signed partner agreement, as well as preparation for project audit when required;
  • Conduct training for professional service providers who are contracted by Afghanistan CO to conduct verification of partner’s supporting documents for financial reports (FACE) and risk-based capacity assessments of potential partners;
  • Collect and compile lessons learned and best practices in financial management and services. Disseminate to clients and stakeholders as appropriate to build capacity and knowledge;
  • Contribute to financial business operational practices and management new initiatives and innovations;
  • Supervise and guide staff and personnel under responsibility, as applicable, provide technical guidance and monitor performance to ensure delivery of results according to plans and standards of accountability and performance;
  • Undertake all trainings in relation to financial management provided, including webinars from RO and HQ.  Actively promote and facilitate participation in the trainings for Finance team members and relevant Programme colleagues in the CO;

Under the daily supervision of the Human Resource Specialist, the Human Resource (HR) Assistant is responsible for administratively and logistically supporting the recruitment and placement, administration of benefits and entitlements of staff and local external contractors, other HR administration issues, and separation of personnel.

Duties and Responsibilities

1.  Ensures implementation of HR strategies focusing on achievement of the following results:

  • Full compliance of HR processes and records with UN/UN Women rules, regulations, policies, and strategies;
  • CO Human Resources business processes mapping and elaboration of the content of internal Standard Operating Procedures (SOPs) in Human Resources management in consultation with the direct supervisor and office management;
  • Provision of information to the management and personnel on strategies, rules, and regulations;
  • Assists in all recruitment-related documentation for proper contract management including mandatory certificates, medical and reference checks, and other types of documents in compliance with audit requirements;
  • Ensure a properly working filing system of local and international personnel with respect to relevant documents, contracts, and payment files and follow through with a properly working archive system as required;
  • Drafts correspondence relating to personnel matters and briefs national SC/SSA holders on their entitlements and responsibilities.
  • Ensures attendance records for all personnel (FTA, SC, and SSA). Keeps updated manual leave record and leave balance of all national FT/SC holders;
  • Acts as leave monitor in the absence of HR Associate; prepares monthly attendance sheets for national and international staff, updates and monitors leave balance and leave records;

2. Implements Human Resource services for the Country Office and sub-offices focusing on achievement of the following results:

  • Assist the HR team in the recruitment process; drafting job descriptions and vacancy announcements, posting VAs, preparing necessary recruitment documents;
  • Update of positions in Quantum, an association of positions to chart fields (COAs), update of COA information, timely follow-up with Finance staff on contracted personnel payroll issues;
  • Input and tracking of all transactions related to positions, recruitment, benefits, recoveries, adjustments, and separations;
  • Organizing the interview panel, informing the candidates, and functioning as secretary to the interview panels;
  • Maintenance and regular update of the country office staffing table and HR database;
  • Collection of background information for submissions to the Compliance Review Body (CRB);
  • Maintain and update the country office rosters including e-rosters;
  • Maintaining a proper filing system for HR records and documents and taking care of personnel folders;
  • Validation and provision of information for cost-recovery bills in Quantum for HR services provided by UNDP to other Agencies;
  • Provide clerical support in the recruitment of local general service staff.
  • Provide support in hiring national and international consultants under the Special Service Agreement modality;
  • Administer placement interns;
  • Support on implementation of learning plan;
  • Follow up with all employees for compliance with Mandatory training;
  • Coordinate with newly hired staff to attend the orientation sessions;

3. Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:

  • Organization and facilitation of training for personnel as per office learning plan;

Reporting to the Programme Management Support Unit Manager and the Communications Specialist, the Programme Associate works with and provides support to the members of the Programme Team in the development and implementation of effective programmes consistent with UN Women rules and regulations. The Programme Associate contributes to financial management, and programme implementation, including providing necessary operational, administrative and programmatic support. The Programme Associate will support the delivery of communications and advocacy initiatives in particular, and provide overarching support to all Programme Teams as part of the Programme Management Support Unit. The Programme Associate works in close collaboration with the operations, programme and projects’ staff in the Country Office, the UN Women Regional Office and UN Women Headquarters as required for resolving complex finance-related issues and exchange of information.

Duties and Responsibilities

       1.  Provide overarching advanced administrative and logistical support to the formulation and management of programmes

  • Provide advanced administrative support and inputs in the preparation of programme work plans and budgets;
  • Provide technical guidance to the Programme Teams on routine delivery and reporting of programme supported activities and finances;
  • Coordinate the collection of information for the audit of programmes/ projects and support implementation of audit recommendations; 
  • Provide technical support to Programme Teams on the UN Women Programme Agreement Management System (PGAMS), and ensure that all PGAMS records in the Country Office are up to date;
  • Contribute to the development or update of standard operating procedures, guidelines, checklists, templates and business processes in programme and project management;

      2. Provide advanced administrative support to the financial management of the Programme Units

  • Create projects in Quantum system, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project;
  • Monitor budget preparation and the finances of programmes/projects; prepare periodic reports;
  • Support programme units with project closure processes in Quantum;
  • Review financial reports; prepare non-PO vouchers for development projects;
  • Maintain internal expenditures control system; post transactions in Quantum system;
  • Create requisitions in Quantum system for development projects; register good receipts in Quantum system;
  • Prepare and follow up of cost-recovery bills in Quantum system.

      3. Provide advanced administrative support to the Programme Unit

  • Oversee all logistical, administrative and financial arrangements for organization for meetings, workshops, events, and missions;
  • Oversee travel arrangements for the Programme Team, including travel requisitions and claims;
  • Prepare public information materials and briefing packets;
  • Liaise with high level officials on administrative issues;
  • Prepare and assemble briefing materials and prepare power-point and other presentations; contribute inputs to the materials;
  • Provide guidance and training to Programme Assistants;

      4. Facilitation of knowledge building and knowledge sharing

  • Support synthesis of lessons learnt and best practices related to programme management and finance;
  • Coordinate the organization of training for the office staff and partners on programme and operations related issues;

Since the takeover by Taliban in August 2021, Afghanistan has witnessed a progressive erasure of women’s rights and freedoms, through both formal and informal edicts, messages and practices. The 24 December 2022 edict banning Afghan women from NGOs and INGOs and the escalation of the ban in April 2023 to Afghan women working with the UN has further amplified this restricted space from women and women CSOs creating operational conditions of uncertainty. It is essential that Afghan women and girls can continue to shape the development of their country, and that their gains are protected. UN Women remains fully committed to supporting Afghan women and girls and to putting them at the center of the global response to the crisis in Afghanistan. In the evolving context UN Women continues to reconfigure and adapt its programming to be responsive to ensure the full spectrum of rights of Afghan women and girls are met.

UN Women’s programming approach in Afghanistan is informed by analysis of the political, economic and humanitarian situation, risks to and capacities of partner organizations, and needs of Afghan women and girls. UN Women Afghanistan currently has five key programme priorities: (1) Gender in Humanitarian Action, (2) Ending Violence Against Women, (3) Women’s Economic Empowerment, and (4) Women, Peace and Security. Given the operational context in country, UN Women has scaled up and strengthened its 5 Sub-Offices located in the provinces Balkh, Bamyan, Herat, Kandahar and Nangarhar to ensure a more localized approach to its programming.

The structure for the sub offices has been expanded since they were first established in 2021. At present comprising of a Head of Sub office, a Programme Coordinator, an Operational Associate, a Local security Analyst and a Driver each. The five Sub-Offices are central to operationalizing UN Women’s triple mandate at a localized context. They have a representational function, lead and support program implementation, and convene and coordinate UN partners at the regional/provincial levels. Sub-Offices are fostering stakeholder engagement and partnership building at provincial level, including with Civil Society, UN and other humanitarian and development partner, and are providing support to the roll-out of gender analysis and key advocacy and communications activities to ensure their reach beyond Kabul. The selected Sub-Offices are strategically situated to enable co-location with other UN agencies and the deepening of operational and programmatic synergies.

Reporting to the UN Women Afghanistan Deputy Country Representative (Programmes) and working closely with the Operations, Programmes, communications and cross cutting support units, the Head of Sub-Office represents UN Women Afghanistan at the sub-national level and is responsible for leading engagements with de facto authorities, manage partnerships, support and coordinate programming and operational oversight and convene/participate in UN systemwide coordination mechanisms at the local level. 

Duties and Responsibilities

  1. Manage programme coordination and oversee programme implementation in the geographic area of responsibility of the Sub-Office
  • In close coordination with the UN Women Country Office Programme Managers, provide leadership to efficient implementation of programme and project activities and the timely delivery of results against agreed upon work plans
  • Working closely with the programme leads and management support units, contribute to and participate in programme development, planning implementation and reporting requirements
  • Identify programming opportunities based on urgent and emerging needs on the ground, and based on discussion with thematic leads, lead the development and management of these priority initiatives
  • Based on local assessments and operating conditions, provide substantive recommendations for the adaptation of programme and project activities as necessary
  • Lead emergency assessments and implement emergency response action plans when required
  • Coordinate and support programme and project monitoring against agreed upon results frameworks and performance indicators and prepare technical monitoring reports, as necessary and in close coordination with programmes and programme management support unit;
  • Facilitate discussion with programme teams and relevant units and partners with the aim of ensuring coherence and convergences of overall programmatic footprint
  • Ensure effective internal communication and coordination at Sub-Office level and effective and proactive communication between relevant Country Office units (both programme and operations) and the Sub-Office;
  • Coordinate and support programmatic missions from the Country Office to the Sub-Office.

      2. Represent UN Women at the sub-national level and develop and manage UN Women’s strategic partnerships and stakeholder engagement     

  • Manage and coordinate relationships with key counter parts, especially representatives from women’s civil society, and provide technical inputs to efforts at the country level to develop new and innovative partnerships.
  • Represent UN Women in regional and local coordination mechanisms such as the Regional Humanitarian Team, Operational Country Team, Area Security Team etc
  • Convene and coordinate the sub national level GiHA WG and ensure participation in other relevant humanitarian coordination mechanisms.
  • Lead engagements with the de facto authorities in line with the agreed UN guidance, with the aim of to ensure operational access for UN Women and its partners to affective deliver for women and girls.
  • Maintain collaboration and coordination with other UN and humanitarian and basic human needs partners to ensure programmatic integration and sharing of best practices
  • Establish effective communication channels with and ensures that stakeholders (humanitarian and basic human needs partners, bilateral and multilateral donors, private sector, civil society, UN agencies, and other) have a consistent UN Women counterpart at the sub-national level.

       3. Lead technical support and capacity development to civil society partners.

  • Provide substantive technical support to partners in regard to programme planning, implementation, monitoring and evaluation.
  • Provide partners with training, and capacity development initiatives as needed.
  • In close consultation with the Programme Managers, lead and support identification of partners in the geographic area of responsibility.
  • Build relationships with local partners to support implementation and expansion of the country programme.
  • Respond to any potential bottlenecks and challenges and provide guidance on mitigation actions.
  • Manage capacity building opportunities and initiatives for key partners and stakeholders.

      4. Provide region-specific advice, analysis, and support to support evidence-based programming and communication in the  geographic area of responsibility of the Sub-Office           

  • Provide periodic analysis of local socio-economic, political and security situations and trends as related to the situation of women and girls.
  • Identify programming, advocacy and communications opportunities and entry points for UN Women and advise the UN Women Afghanistan Country Office on policies, programmes and strategies to adequately respond to local challenges and needs regarding gender equality and women’s empowerment.
  • Monitor the perception of UN Women at the local level and suggest and ensure that UN Women programming objectives and local programming results are effectively communicated in collaboration with the Communications Unit in the Country Office.
  • Contribute and coordinate the development of knowledge products and mechanisms to effectively position UN Women in the region.
  • Contribute to strategic planning processes for the UN Women programme in Afghanistan.

       5. Manage Sub-Office staff and financial resources

  • Ensure smooth running of the Sub-Office, promote teamwork and an environment that is conducive to delivering results.
  • Ensure full responsibility for the appropriate use and management of resources attributed to the Sub-Office by tracking use of financial resources, ensuring the integrity of financial systems and consistent application of the Internal Control Framework and/or rules and regulations.
  • In collaboration with the Security Team, ensure that the security needs of office and programmes are met.
  • Mitigate possible risks and impacts associated with the Sub-Office programmes and operations by proactively designing and implementing mitigating measures in collaboration with the Deputy Country Representatives and Security Specialist.
  • Supervise and coach staff and manage performance.
  • Write terms of reference for new staff, consultants and contractors and oversee the recruitment process, as necessary.

Under the supervision of the Programme Management Support Manager, the Programme Management Specialist is responsible for managing the development, implementation, monitoring and reporting of programmes for the Country Office (CO), including providing technical support to the implementation of CO programmes, managing the monitoring and reporting for the CO, overseeing and guiding people and budget management for the programme team, building partnerships and providing support in developing resource mobilization strategies, and managing knowledge building efforts.

Duties and Responsibilities

1. Manage the programmatic development for the Country Office, based on the Strategic Note

  • Provide overall programme advisory support to the Office Management;
  • Guide the development of the CO’s programmes, and provide technical support to the design and formulation of programme/ project initiatives;
  • Review and provide feedback to project/ programme strategies and documents, workplans, case studies and related knowledge products and publications, as needed;
  • Provide technical advice on the development of systems, processes and mechanisms to support programme planning, implementation, monitoring and progress reporting;
  • Review and evaluate proposals and oversee the preparation of donor proposals and reports;
  • Draft policy documents, briefs and other strategic papers/ materials for the use in the development and presentation of policy and programmatic positions.

2.  Provide technical support to the implementation of the Country Office programme

  • Review programme annual work plans to assure compliance with UN Women programme goals and results-based indicators;
  • Analyze and ensure alignment of project budgets with logical framework matrices and work plans;
  • Draft reports on activities, outputs and outcomes; and compile information in preparations of country office donor and UN Women reports;
  • Analyze and ensure alignment of project budgets with logical framework matrices and work plans;
  • Manage programme quality control and identification of potential challenges;
  • Align programme activities with operations team in close liaison with Operations Managers;
  • Build and manage relationships with national partners, as necessary.

3.  Manage the monitoring and reporting for the Country Office

  • Recommend and establish programme monitoring standards, criteria, and other indicators for measuring and assessing progress/results;
  • Manage the monitoring of mutually agreed results frameworks and performance indicators;
  • Coordinate the process of gathering information and preparing progress reports on programme implementation; prepare technical reports;
  • Prepare programme team for audits and monitor implementation of audit recommendations;
  • Provide training on results-based management to office staff, as necessary.

4.  Oversee and guide people and budget management for the programme team

  • Lead a team, perform staff performance reviews, ensure capacity development of staff members by suggesting development opportunities;
  • Monitor and analyze financial situation on the portfolios and programmes to ensure adherence to delivery rates and utilization of resources to meet agreed upon targets and results;
  • Ensure effective information flow, communication and coordination across the office, between programmes, projects and operations, and with other UN Women offices and units.

5.  Build partnerships and provide support in developing resource mobilization strategies

  • Develop and implement partnerships and resource mobilization strategies;
  • Analyze and research information on donors, finalize substantive briefs on possible areas of cooperation, identification of opportunities for resource mobilization and cost sharing;

          Determine programmatic areas of cooperation, based on strategic goals of UN Women, country needs and donors’ priorities and develop              the relevant partnerships.

6. Manage knowledge building efforts

  • Manage the process of identifying and synthesizing of best practices and lessons learned that are directly linked to the implementation of the programme and contribute to their global dissemination.

Afghanistan is one of the world’s most complex emergencies, and the world’s largest humanitarian crisis. Afghan people are grappling with the impact of conflict, poverty, economic decline, and natural disasters. In this context, Afghan women and girls face unique vulnerabilities and require urgent support as gender inequality is interwoven with conflict dynamics and humanitarian needs. It is essential that Afghan women and girls can continue to shape the development of their country, and that their gains are protected. UN Women remains fully committed to supporting Afghan women and girls and to putting them at the center of the global response to the crisis in Afghanistan.

UN Women has been in Afghanistan for two decades. UN Women’s programming approach is informed by analysis of the political, economic and humanitarian situation, risks to and capacities of partner organizations, and needs of Afghan women and girls. UN Women Afghanistan currently has four key programme priorities: (1) Gender in Humanitarian Action, (2) Ending Violence Against Women, (3) Women’s Economic Empowerment, and (4) Women, Peace and Security (WPS).

Under the overall guidance from the Special Representative, the Programme Specialist will report directly to the Programme Manager and will primarily focus on leading implementation of key components of a programming and policy portfolio focused on working with communities, including engagement and consultation with Afghan women; the UN and other international partners and stakeholders. She/he will support the ACO, on the planning, coordinating, implementing, and monitoring UN Women interventions to advance its overall priorities under the programming portfolio, working in close collaboration with programme and operations team, UN Women Regional, and HQ staff.

Duties and Responsibilities

1. Design and develop programme for Afghan women:

  • Draft programme/ project proposals and initiatives with focus on Afghan women;
  • Draft inputs to country strategy documents, briefs, policy dialogues, reports and other documents;

2. Manage the implementation and management of the programming portfolio:

  • Finalize the annual workplan and budget and manage their implementation;
  • Lead initiatives that seek to meaningful consult with diverse women leaders, connecting them to policy windows to increase their influence;
  • Provide technical support to the implementation of the programme/project; ensure synergies with other teams and other UN agencies implementing work related to Afghan women;
  • Provide guidance to personnel and partners on Results Based Management tools and performance indicators;
  • Facilitate Project Steering Committee, project review and/or evaluation meetings, as needed.

3. Manage technical assistance and capacity development to project/programme partners

  • Manage the implementation of technical advice and guidance. Develop and implement technical tools, and initiatives
  • Build and manage relationships with national partners to support implementation and expansion of the programme; respond to any potential problems;
  • Identify capacity building needs of partners and lead the coordination of technical assistance, mentoring, training and capacity development initiatives to partners.

4. Manage the monitoring and reporting of the projects under the programming portfolio,

  • Manage the monitoring of programme/ project implementation and finances using results based management tools;
  • Oversee field missions and review reports on monitoring missions;
  • Write quarterly reports and donor reports, focusing on results, output and outcomes;
  • Contribute to office donor and UN Women reports.

5. Manage the people and financial resources of specified programme

  • Draft and support implementing partners projects budget and financial reports;
  • As assigned by the Programme Manager, provide support to the guiding relevant consultants, mentor and coach staff and conduct performance assessments;
  • Support the recruitment processes, as necessary;

6. Build partnerships and support developing resource mobilization strategies

  • Develop and support the implementation of partnerships and resource mobilization strategies;
  • Contribute to the finalization of relevant documentation on donors and potential opportunities for resource mobilization;
  • Undertake relevant research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing;

7. Manage advocacy, knowledge building and communication efforts

  • Develop and review background documents, briefs and presentations related to the programme;
  • As delegated represent UN Women in meetings and policy dialogues;
  • Draft advocacy strategies and support their implementation;
  • Draft best practices and lessons learned to guide programme improvement and strategy planning;
  • Draft knowledge management strategies, products and methodologies in line with the programme;
  • Contribute to visibility of the partners’ results by identifying promising and notable achievements for amplification by UNW communications;

Required Skills and Experience

Education and certification:

  • A project/programme management certification would be an added advantage.

Experience:

  • At least 5 years of progressively responsible work experience at the national or international level in design, planning, implementation, monitoring and evaluation of development projects;
  • Technical experience in Women Peace and Security;
  • Experience organizing meaningful consultations required;
  • Understanding of how to manage risks related to work on WPS and with women human rights human rights defenders in Afghanistan required;
  • Experience coordinating and liaising with international-bilateral and multilateral partners, and/or donors is an asset;
  • Experience working in the UN System and UN Women is an asset;
  • Experience in leading/managing a team is an asset.

Language Requirements:

  • Fluency in English is required
  • Fluency in Dari and /or Pashto is required;
  • Working knowledge of another official UN language is an asset;
