Background

  • Governance and Participation;

In the Women’s Economic Empowerment pillar, UN Women is supporting women’s economic empowerment in the country. Specifically, the support that is provided by UN Women is tailored to contribute to increased rights-based engagement of women in economic activities through promoting income security, decent work and economic autonomy – including support to women to improve entrepreneurial and business skills and to own and better manage small and medium and enterprises. 

Reporting directly to the WEE Programme Manager, the Programme Specialist exercises responsibility in planning, designing and implementing UN Women interventions under the WEE portfolio.  The Programme Specialist works in close collaboration with the programme and operations team.  

Duties and Responsibilities

Design and develop programme strategies in the area of Women’s Economic Empowerment

  • Design and formulate programme/ project proposals and initiatives;  
  • Draft inputs to country strategy documents, briefs, policy dialogue and other documents related to address the critical constraints and barriers in the respective value chains and present strategic interventions based on detailed and robust value chain financial analysis and value propositions;
  • Organize periodic consultations with key stakeholders, women leaders, UN partners to keep informed and to better inform the projects and interventions’ design inputs, as necessary;

Coordinate the implementation of the Women’s Economic Empowerment programme

  • Provide substantive inputs into the annual workplan and budget and manage their implementation;
  • Oversee the technical implementation of the programme/project; ensure synergies with other teams;
  • Coordinate the submission of implementing partner financial and narrative reports and review before sharing with the Programme Manager;
  • Provide inputs and guidance to staff and partners on Results Based Management tools and performance indicators;
  • Contribute to the Steering Committee, project review and/or evaluation meetings, as needed;
  • Deliver timely and quality deliverable in line with budget and workplans, and in line with UN Women operational rules and regulations, including security;
  • Provide timely and quality monitoring and evaluation of programmes;

Oversee the technical assistance and capacity development to project/programme partners

  • Oversee the technical implementation of the programme and develop technical tools and initiatives
  • Build and manage relationships with national partners to share technical knowledge and support implementation and expansion of the Women’s Economic Empowerment programme while responding to any potential problems;
  • Identify capacity building needs of partners and lead the coordination of technical assistance, mentoring, training and capacity development initiatives to partners and beneficiaries

Provide substantive inputs to the monitoring and reporting of the programme/ project

  • Provide substantive inputs into monitoring of programme/ project implementation and finances using results based management tools;
  • Undertake field missions and review reports on monitoring missions;
  • Contribute to quarterly reports and donor reports, focusing on results, output and outcomes; 
  • Contribute to office donor and UN Women reports; 

Contribute to people’s management and financial resources of the Women’s Economic Empowerment programme

  • Contribute substantively to the programme budget and draft financial reports;
  • Contribute to management of the team on Women’s Economic Empowerment programme; mentor and coach staff, when needed and when the Programme Manager is on leave; Contribute to recruitment processes, as necessary.

Build partnerships and support in developing resource mobilization strategies

  • Draft inputs to and implement partnerships and resource mobilization strategies;
  • Provide relevant documentation to Programme Manager on donors and potential opportunities for resource mobilization;
  • Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation and identify opportunities for cost sharing;
  • Communicate regularly with other organizations and partners on relevant matters;

Contribute to inter-agency coordination on Women’s Economic Empowerment  to achieve coherence and alignment of UN Women programmes with other partners in the country 

  • Provide technical support to the Programme Manager/ Women’s Economic Empowerment on inter-agency coordination related activities by attending meetings, events, and participating in groups and committees as needed;
  • Coordinate with other UN agencies, donors and NGOs to ensure the projects’ capacity development programme is harmonized and aligned with other in-country efforts.

Coordinate advocacy, knowledge building and communication efforts 

  • Develop and review background documents, briefs and presentations related to the Women’s Economic Empowerme
  • Draft advocacy strategies based on field findings and present to the Programme Manager before implementation;
  • ;Identify best practices and lessons learned by other partners to guide programme improvement and strategy planning;
  • Develop knowledge management strategies, products and methodologies on Women’s Economic empowerment;

Duties and Responsibilities

Under the supervision of Security Specialist the Radio Operator will be responsible for below tasks:

  • Report to and responsible to Security Specialist for all security related matters;
  • Operate Radio Room and all communications systems;
  • Ensure that the Security section is informed at all times on location and movements of staff in area in accordance with established procedures;
  • Report any irregularities of Radio Room communications network to Field Security Advisor;
  • Operate location tracking, monitoring, and emergency management systems;
  • Perform security radio check with all available staff on a regular basis and during emergency situations;
  • Report results of radio checks to Security Officer;
  • Track daily movement of staff and maintain record sheet;
  • Manage Security Radio Room in event of emergency, announcing Security Advisories to inform staff of situation and immediately account for al staff as required;
  • Advise Transport drivers on any changes in local security restrictions
  • Hourly tracking of staff road missions and convoys and update UNDSS radio room of mission progress;
  • Daily check of Radio Room occurrence/incident log book;
  • Assist in updating records as required;
  • Perform administrative functions in Radio Room;
  • Issue and receive vehicle keys, and office keys as required;
  • Monitor security cameras as required;
  • Maintain Radio Room filing system;
  • Perform other security related duties as directed by the supervisor.
  • The key results have direct impact on implementing and maintaining UN security standards and procedures that allow staff to carry out duties in an environment that meets basic safety and security standards.

The crisis dynamics in the country are multi-layered, and Afghanistan’s people are facing the devastating effects of successive decades of conflict, increasing poverty, economic decline and natural disasters, all of which are amplified by the ongoing Taliban restrictions on women and girls. As per the Humanitarian Response Plan 2022, 28.3 million Afghans – more than half of the country’s estimated population of 42 million – are projected to be in need of humanitarian assistance in 2023. [EZ1] In Afghanistan, to ensure a gendered response to a worsening humanitarian situation, the UN Women Afghanistan Country Office is working actively to provide strategic leadership and technical support to ensure the humanitarian response fully responds to the specific needs and priorities of women in girls through elevating support the humanitarian response architecture as well develop targeted programming. Within the worsening humanitarian context in Afghanistan and multiple restrictions on women’s rights and movement, additional emphasis is being placed on the gendered impacts of the crisis, such as gender targeted security incidents further impacting space for women humanitarian workers or the impact on women’s access to humanitarian services, amongst others. 

Under the Gender in Humanitarian Action mandate, UN Women provides UN system wide leadership on gender responsive humanitarian action, through its presence in the Humanitarian Country Team (HCT). UN Women is the permanent co-lead of the Gender in Humanitarian Action Working Group (GiHA WG) and works closely with its co-chair, CARE International, to provide technical, advisory and programmatic support to the HCT and the Inter Cluster Coordination Team (ICCT). The GiHA WG is accountable to and reports to the HCT and provides close collaboration, communication and coordination across clusters and technical working groups to ensure gender analysis and advocacy is adequately coordinated, disseminated, and utilized, through the ICCT coordinated by OCHA, including for strategic planning purposes such as Humanitarian Needs Overview (HNO) and Humanitarian Response Plan (HRP). 

Under the overall guidance of the GiHA Programme Manager, the IM Specialist works with and provides support to the UN Women GiHA team and the GiHA working group. The IM Specialist works in close collaboration with the GiHA Coordination Specialist as well as other members of the GiHA team, to ensure timely information management support.

 

Duties and Responsibilities

The Information Management Officer will continue to sustain information management and data collection systems to enable UN Women and the GiHA WG to inform the overall humanitarian response and decision-making with tailored gender-disaggregated data. The position will contribute to continued tracking of the impact of the restrictions on women and girls and enhancing overall gender outcomes in the humanitarian response in Afghanistan.The Information Management Officer will perform the following functions:

Through GiHA Working Group, provide information management support to the Afghanistan humanitarian system (including the HCT, ICCT and all humanitarian actors):

  • Lead the collection of data on gender issues in the response including the impact of the bans on women humanitarian workers
  • Analyze perception surveys conducted by GiHA WG partners and lead collection of data, dissemination and visualization for various surveys conducted by GiHA, including with other working groups;
  • Coordinate the processing and analysis of data and present it in the format most useful for analysis (e.g. reports, maps) and lead on the compilation and provision of inputs into various monitoring reports, including linked to the Humanitarian Response Plan
  • Together with OCHA, provide support and training to the ICCT, specific clusters, UN agencies, I/NGOs and other humanitarian partners in reporting information, including on gender related data;
  • Participate in the IM working group and other coordination platforms related to information management and assessments

Provide overall information management support to the activities of the working group and UN Women

  • Develop visualization, collection and quality assurance of primary data and information elements (e.g., maps, dashboards, infographics and financial/resource analysis) for GiHA WG and other UN Women units.
  •  Identify secondary data and information resources relevant to gender in humanitarian action
  • Liaise wth GiHA WG members and civil societ. to gather and share information on gender in humanitarian action
  • Assist in structured development and dissemination of GiHA information products and services (e.g. reports, data and maps)
  • Work in close collaboration with the communication team to provide update contents on GiHA products;
  • Carry out regular information sharing and consultations with stakeholders, including GiHA WG members, local civil society, and humanitarian actors at Kabul and field level.
  • Carry out trainings for partners on the use of Sex and Age Disaggregated Data (SADD).
  • Build tools for data collection and undertake field missions when emergencies or crises occur, to collect primary data on the specific needs of women and girls affected by crises, to inform the development of GiHA WG products and UN Women gender alerts.
  • Develop and maintain information products highlighting the needs, response and gaps in gender inclusion in humanitarian action
  • Contribute to ensuring that the GiHA WG web page https://response.reliefweb.int/afghanistan/gender-humanitarian-action-giha is up to date.

Support UN Women  GiHA Unit planning and monitoring

  • Support and coordinate consultations, surveys and other data collection exercises with key stakeholders at the national and sub-national levels under the GiHA portfolio.
  •  Support preparation of technical reports, data snapshots and provide inputs for documentation ensuring accuracy, timeliness and relevancy of information and results.
  • Document programmatic evidence from the field to illustrate programmes’ good practices and results.
  • Collate beneficiary data from partners and in the context of cash distribution, as per the ICCT information sharing protocol, and share aggregated results through the design of snapshots and reports.

Under the supervision of the of the Partnerships and Resource Mobilization Specialist, the Partnerships & Resource Mobilization Analyst will provide technical support to the development and coordination of UN Women’s strategic partnerships and relationships, identify and implement partnerships and resource mobilization initiatives, coordinate the development of new programme proposals across programme teams and support the development of knowledge products for strengthening donors’ engagament and visibility.

Duties and Responsibilities

 1. Contribute to the development and management of UN Women’s strategic partnerships with donors in Afghanistan

  • Provide substantive technical inputs to develop new partnerships, maintain existing partnerships, and to position the Country Office with potential donors.
  • Set and monitor annual priorities, goals and key performance indicators (KPIs) for regional partnerships.
  • Provide strategic advice to the Country Offices and facilitate partner and donor engagements through different working groups with a particular focus on supporting Afghanistan Donors Coordination Group and the Strategic Thematic Group on Gender and Human Rights (STWG- Gender & Human Rights), in line with the overall partnerships’ engagement strategy.
  • Coordinate relationships with key partners/donors; provide technical inputs to inform efforts to develop new and innovative partnerships.
  • Provide substantive technical support the drafting and review of partner-specific Framework Arrangements and Cost Sharing Agreements; and the preparation of brief funding proposals and concept notes;
  • Populate, update, and maintain UN Women internal systems and tools for the monitoring of resource mobilization opportunities, partner-specific Framework Arrangements, and Cost Sharing Agreements, ensure data and documentation are uploaded; and timely action on extension/closure of agreements are taken.
  • Provide technical support to the Partnerships and Resource Mobilization Specialist as well as to and Senior Management in the preparation of missions, meetings and other consultations with donors, including the preparation of notes, briefs and other materials;

2. Facilitate the implementation of the Afghanistan Country Office Resource Mobilization Strategy & Initiatives:

  • Support the development and implementation of differentiated donor fund-raising strategies, aligned, and coordinated with the Country Office’s programme initiatives and outreach activities.
  • Support in the development of targeted products and initiatives to mobilize programmatic resources and attract additional donors’ funding.
  • In close collaboration with the Programme Units, provide technical and coordination support to the development of project proposals in line with UN Women’s overall programming approach and strategy in Afghanistan.
  • Develop a prospective donor profile database and lead ad-hoc donor studies, research, donor intelligence and other activities to support in the identification of funding opportunities; support in updating the resources mobilization strategy as needs emerge.
  • Identify opportunities to secure additional non-core resources.

3. Contribute to the submission of high quality and timely reports to Donors:

  • Provide technical support and quality assurance to programme managers on the preparation of high quality and timely donor reports in coordination with the Monitoring and Reporting to ensure results-based reports and external constituencies.

4.Contribute to knowledge building and sharing and support advocacy efforts

  • Support the Country Office on the design and implementation of effective advocacy strategies methods and knowledge products for proactive and strategic targeting of partners and donors and to effectively position UN Women in the country.
  • Share knowledge and enhance organizational learning across Un Women Country Office through the development and use of on-line tools, templates, tips, mechanisms, and guidelines.

Duties and Responsibilities

• The consultant must provide professional photography & videography footage across the country covering UN Women activities as instructed and general photography depicting Afghan women in their everyday life on an as-needed basis.

• The consultant must have good command of own photographic equipment (cameras, lenses, lights, filters, tripods), as well as photo and video-related image-footage editing software.

• The consultant must provide captions for the photos taken.

• The consultant must identity and draft stories of interest for UN Women featuring Afghan women and girls across Afghanistan.

• Obtained informed consent from the subjects photographed.

Consultant’s Workplace and Official Travel:

Duties and Responsibilities

Deliverables

  1. Provide general financial support to the formulation, implementation management and monitoring of the EVAW Programme, including support for financial tracking, monitoring of activities and reporting and liaising with CSO partners:
  • Prepare requests for the advance of funds and/or direct payments.
  • Support CSOs with the preparation of budgets and financial documents in full compliance with UN Women rules, regulations, policies, and recording and reporting systems.
  • create invoice in Quantum, process travel claims, , and other  supplier’s payment.
  • Monitor follow-up on advances to implementing partners and review their financial reports together with the Programme Specialist.

3. Provide administrative and operational support to the EVAW Programme for UN Women in Afghanistan

  • Provide administrative and coordination, inputs in preparing project documents, work plans, budgets and proposals on implementation arrangements.
  • Draft general administrative and coordination inputs to the team in preparation of narrative reports of the project implementation (quarterly, annual).

Objective of the Assignment:
The Taliban have enacted decrees and directives in areas under their control since 20141 and – with increased scope and frequency – since their takeover of the country in 2021. Since then, more than 70 decrees and directives have been enacted that specifically target and restrict the rights and freedoms of women and girls, and a multitude of other directives also have a (to date, unexamined) impact on women and girls in Afghanistan. Formal decrees issued nationally by the DFA are inconsistently enforced at provincial levels and exist alongside a hodgepodge of provincial level decrees and (ad hoc as well as systematized) practices.
 
Afghanistan ratified the Convention on the Elimination of All Forms of Discrimination Against Women (hereafter CEDAW) in 2003, and as such the Taliban (or de facto authorities) remain bound by state obligations under the Convention. Many of these decrees and directives are unequivocally contrary to state obligations under CEDAW, and others not explicitly targeting women and girls must be examined in further detail. The Special Coordinator’s assessment delivered in November 2023 described the importance of the de facto authorities’ adherence to their obligations under international treaties in developing a pathway to international engagement and recognition.2 

The impact of this patchwork of decrees and directives on women and girls can only be understood by examining their situation on the ground, how decrees and directives are implemented and enforced and which practices are effected by local de facto authorities. In this way, it is critical to examine not only the legal framework as it relates to CEDAW, and thus women’s rights, but also the actual situation for women and girls on the ground as per their rights and state obligations under CEDAW.

Given the systematic and institutionalized discrimination against women and girls currently in Afghanistan under the de facto authorities, it is critical to examine how their decrees, directives and practices impact the lives of Afghan women and stand against the rights of Afghan women and Afghanistan’s state obligations under CEDAW.

Under the direct supervision of the WPS Programme Manager, the consultant will be responsible to research to catalogue the de facto authorities’ decrees, directives and practices as well as the situation of women on the ground (equality in fact and in results). This research will feed into a legal analysis of how situation of women on the ground and under the DFA legal framework measure against the rights of Afghan women and Afghanistan’s state obligations under CEDAW. 

The consultancy will be divided into two areas of work: (A) fixed deliverables related to analyzing Afghanistan’s CEDAW obligations; and (B) ongoing deliverables related to monitoring and analyzing the evolving context.

Scope of the Assignment

A. Fixed deliverables:

Phase 1

  1. Undertake a desk review to compile (and where necessary, translate from Pashto/Dari to English) a list of all de facto authorities’ decrees and directives from 2014 to 2023. The parameters of decrees to be included will be determined jointly with UN Women and UNAMA. 
  2. Provide advice and input, as requested, on legal analysis of compliance of decrees and directives with state obligations and women’s rights enshrined under CEDAW. 

Phase 2

  1. Examine how decrees and directives associated with specific CEDAW rights and obligations are being enforced on the ground across the country and identify any associated practices (ad hoc and systematized) currently in effect.  
  2. Research methodology will be determined jointly with UNAMA/UN Women – focus will be on qualitative research methods. Where practices have clearly linked foundations in local sociocultural and religious norms (customary law) this will also be noted and potentially examined.  
  3. Provide advice and input, as requested, on legal analysis of de facto authorities’ practices and the situation of girls and women on the ground in relation to agreed-upon CEDAW rights and obligations. 

B. Ongoing tasks:

  1. Provide contextually relevant and up-to-date advice on political, legal, and human rights developments in Afghanistan as they relate to gender equality and women’s rights. 
  2. Translate and analyze existing and new decrees and directives enacted by de facto authorities.
  3. Document and analyze existing and new practices effected by de facto authorities (at a local, provincial and national level), particularly those which are systematized or institutionalized.

Deliverables:

Fixed deliverables (January-June 2024)

• Maintain and update working database listing translated decrees and directives to allow for concurrent political and legal analysis (ongoing).

• Submit a final report that outlines the situation of girls and women on the ground in relation to agreed-upon CEDAW rights and obligations (15 May 2023).

Ongoing deliverables (June – December 2024)

• Conduct rapid legal and political analysis, at the request of ACO, to analyze decrees and their implications for women’s rights and gender equality. 

• Provide Ongoing advice and analysis providing up-to-date documentation and analysis of political, legal and human rights developments and institutionalized practices (ongoing, at the request of ACO).

Required Skills and Experience

Education:

• Master's degree in a relevant field related to social sciences such as law, politics, international relations, or a related field. 

• Bachelor’s degree in the above disciplines with two years of additional relevant experience may be considered in lieu of a master’s degree.

Experience:

• With master's degree, at least 7 years of progressively responsible work experience in related field.

• Excellent knowledge of the sociocultural, religious, and political context of Afghanistan both currently and during the past 10 years. 

• Strong proficiency in conducting legal analysis and drafting reports.

• Demonstrable experience in conducting research in Afghanistan on gender-related issues.  

• Demonstrable experience translating complex language from Pashto into English.

• Previous relevant experience with UN Agencies, international organisations or donors would be a strong advantage.

Language Requirements:

• Fluency in written and spoken English and Pashto is required.

Under the direct supervision of UN Women’s Head of Sub-Office and the overall guidance of UN Women’s Security Specialist, the Local Security Assistant (LSA) assists in the implementation of security operations and all matters relating to the management of safety and security for UN-Women personnel Afghanistan’s Central Region.

Duties and Responsibilities

1.  Assists the Security Specialist in collecting, updating and communicating information regarding the security situation in the operational area:

  • Liaises and coordinates, as appropriate, with DSS, local authorities security organizations and/or personnel, including national and local provincial authorities, military, and police officers, as well as non-governmental organizations and other non-State actors in the area of operation;
  • Helps to assess the security situation at the duty station and ensures adequate gathering and verification of security information that may be required for a proper analysis of the situation by the Security Specialist;
  • Maintains regular contacts with Security Focal Points and LSAs of UN agencies;
  • May be requested to provide technical assistance at meetings, in the absence of the Security Specialist;

2.  Assists in maintaining the Security Plan, including updating staff lists:

3.  Assists the Security Specialist in monitoring compliance with Security Risk Management (SRM) established for the Western Region, in providing comments to draft and / or revised SRM as circulated by DSS, and also assists with the compilation of data required for the SRM;

4.  Assists in reporting security incidents affecting UN-Women personnel, offices and assets, and assists in the preparation of security reports, such as the Security Incident Report, the Security Assessments and the Quarterly Incident Report;

5.  Provides support in organizing and conducting training courses on security awareness and preparedness and providing security orientation to newly assigned staff members. Conducts security briefings, as required;

6. Coordinates with DSS, other agencies, and local authorities road and air missions organized by the Sub-office, as well as coordinates with, advises and provides any support required to UN Women’s sub-office staff to ensure full compliance with SRM;

7. Provides general administrative assistance to the Security and Operations units:

  • Maintains routine and confidential correspondence files/documents;
  • Maintains a database on contact details in relation to host country security authorities;
  • Arranges appointments, receives visitors, places and screens telephone calls and answers queries with discretion, and takes minutes and/or notes at meetings;
